MIIT Launches Enforcement Campaign on Power Battery Recycling

[Policy Regulation] The Ministry of Industry and Information Technology (MIIT) has deployed a joint enforcement special action to standardize the recycling and utilization of spent power batteries.

Core Development: Over 1 Million Tons of Spent Batteries Expected by 2030, Urgent Need for Robust Recycling System

The meeting clarified that power batteries from new energy vehicles have entered a large-scale retirement phase. It is projected that the annual volume of spent power batteries will exceed 1 million tons by 2030. MIIT called for accelerating the establishment of a long-term mechanism to address this wave of retirements and outlined key tasks for 2026.

Key Data: Five Major Violations Targeted in Enforcement

The special enforcement action will legally investigate and penalize illegal battery sales, production of non-compliant products, failure to fulfill traceability responsibilities, unauthorized dismantling causing environmental pollution, and operation without proper licensing, strengthening deterrence through strict enforcement.

Strategic Foundation: Dual Drivers of Rule of Law and Market Mechanisms to Build Recycling System

The meeting emphasized integrating rule-of-law approaches with an efficient market mechanism, promoting coordinated implementation of regulations, policies, and standards. It also highlighted leveraging digital technologies to enhance tracking and monitoring of battery flows and guiding all stakeholders across the industrial chain to fulfill their respective responsibilities.
