Starting in 2030, all newly added or replaced vehicles in Hainan—including those used for public services, commercial operations, and private ownership (except for special-purpose vehicles)—will be 100% new energy vehicles, effectively eliminating any new channels for fossil fuel vehicle adoption.

Key Metrics: Dual Growth in Vehicle Ownership and Infrastructure

The share of new energy vehicles in the province’s total vehicle fleet will surge from 23.75% in 2025 to 45%, while maintaining a vehicle-to-charger ratio below 2.5:1. Concurrently, Hainan will advance the deployment of hydrogen fuel cell heavy-duty trucks, cold-chain logistics electrification, and zero-carbon freight corridors.
