On June 23, the Ministry of Commerce, jointly with multiple government departments, released two significant policy documents: First, the "Measures to Cultivate and Expand Automotive Aftermarket Consumption," which targets six key sectors—vehicle customization, RV camping, classic cars, maintenance and insurance, motorsports, and vehicle leasing—and introduces 17 specific initiatives. Second, it designated 40 pilot cities for automotive distribution and consumption reform, including Guangzhou and Shenzhen optimizing vehicle purchase restrictions, Qingdao and Lanzhou developing RV camping infrastructure, and Baoding and Chengdu building motorsport intellectual property (IP).

The new policy emphasizes moving away from short-term fiscal subsidies and instead focuses on streamlining approvals, securing land and funding support, and improving regulatory frameworks to integrate commerce, travel, culture, sports, and wellness, thereby fostering new business models. For example, the Xiong’an New Area will pioneer innovative vehicle leasing models tailored to meet commuting demands across the Beijing-Tianjin-Hebei region.
