40 Cities Launch Pilot Reforms for Automobile Circulation and Consumption

Key Figures: 17 Measures Across Six Areas Launched Simultaneously

On June 23, the Ministry of Commerce, together with nine departments, issued the "Notice on Several Measures to Cultivate and Expand Automotive Aftermarket Consumption," introducing 17 concrete measures across six key areas: vehicle modification, RV camping, classic cars, maintenance and insurance, motorsports, and leasing, to invigorate the automotive aftermarket.

Strategic Foundation: Shifting from Purchase-Based to Usage-Based Management

Cities including Hangzhou, Guangzhou, Shenzhen, and Zibo are taking the lead in exploring optimizations to purchase restrictions, driving a systemic shift in automobile consumption management—from "purchase-based control" to "usage-based management"—and fostering new integrated scenarios combining commerce, travel, culture, sports, and wellness.
