This initiative was jointly deployed on June 18, 2026, by five ministries, including the Ministry of Industry and Information Technology (MIIT) and the Ministry of Commerce (MOFCOM), under the theme “Green, Low-Carbon, Intelligent, Safe—Smart Mobility for Thousands of Counties and Towns, Green Benefits for Millions of Rural Households.” Since its inception in 2020, the program has cumulatively promoted over 500 suitable vehicle models. This round explicitly removes any quota limits on subsidies for rural consumers purchasing new energy vehicles through trade-ins and establishes dedicated service zones for them.
Strategic Foundation: Full-Chain Collaboration to Penetrate County-Level Markets
The initiative integrates resources from automakers, charging and battery-swapping companies, financial institutions, and others to offer one-stop services—including test drives, used vehicle appraisals, and credit and insurance support—while strengthening the deployment of charging and battery-swapping infrastructure in counties to systematically address barriers to NEV adoption in rural areas.
