2025 Passenger Vehicle Dual-Credit Results Announced
[Policy Announcement] Four government departments jointly released the 2025 dual-credit compliance results for Chinese passenger vehicle manufacturers.
Key Data: Industry-wide Compliance Achieved with Significant Surplus in New Energy Vehicle Credits
In 2025, 108 passenger vehicle manufacturers collectively produced and imported 24.629 million vehicles. The industry-wide average fuel consumption under the WLTC driving cycle was 3.38 liters per 100 kilometers, with carbon dioxide emissions at 80.22 grams per kilometer. The total positive credits for fuel consumption reached 53,553,000, while negative credits amounted to 9,412,000. Positive credits for new energy vehicles (NEVs) totaled 21,940,000, with only 1,599,000 negative credits.
Strategic Foundation: Dual-Credit Mechanism Continues to Drive Electrification Transition
Under the policy framework of the "Parallel Management Measures for Average Fuel Consumption and New Energy Vehicle Credits of Passenger Vehicle Enterprises" and its multiple subsequent revisions, the industry as a whole has met both fuel consumption and NEV credit requirements. This underscores the effectiveness of China's policy-driven acceleration toward a low-carbon, electrified passenger vehicle market.
