The Measures require that scrapped new energy vehicles must include their power batteries, prohibiting 'separate scrappage of vehicles and batteries' to prevent batteries from entering untraceable channels and evading regulatory oversight. Each battery will be assigned a digital ID to enable full lifecycle traceability.
Key Data: Retired Battery Volume Could Exceed 1 Million Tons by 2030
In 2025, China’s new energy vehicle sales reached 16.49 million units, accounting for 47.9% of total new vehicle sales. It is estimated that by 2030, the annual volume of spent power batteries generated will surpass 1 million tons, making standardized recycling an urgent priority.

Power batteries contain valuable metals such as nickel, cobalt, manganese, and lithium, as well as fluorine-containing toxic substances. Improper handling would lead to resource waste and environmental pollution. As a key measure implementing the State Council’s 'Action Plan,' the Measures reinforce corporate accountability and establish a standardized, safe, and efficient recycling and utilization system.
