[Policy Update] The Ministry of Industry and Information Technology (MIIT) has officially launched the selection process for the first batch of national demonstration bases for emerging industries.

Key Developments: Focus on Ten Frontier Sectors with Strict Quality Controls

On March 16, 2026, MIIT issued a notice initiating the selection of the first group of national demonstration bases for emerging industries, covering ten key areas: artificial intelligence, intelligent connected new energy vehicles, advanced energy storage manufacturing, clean and low-carbon hydrogen, bio-manufacturing, intelligent robotics, low-altitude equipment, commercial spaceflight, safety and emergency response equipment, and software. Applicants are categorized as either industrial parks or enterprises, with each applicant limited to applying in only one sector. Additionally, applicants must not have been involved in any major or above-level safety incidents or serious environmental pollution events in the past three years.

Key Figures: Region-Specific Quotas for Nominations

Economically significant provinces may nominate up to 2 industrial parks and 20 enterprises, while other provinces, autonomous regions, municipalities, and the Xinjiang Production and Construction Corps are limited to 1 industrial park and 10 enterprises. Nominated enterprises must be independent legal entities, and parent companies and their subsidiaries are prohibited from submitting duplicate applications. In the advanced energy storage manufacturing sector, evaluations will particularly focus on compliance with lithium-ion battery industry standards and the applicant’s global industry standing.
