Hainan Province recently released the "15th Five-Year Plan for Hainan National Pilot Zone for Ecological Civilization," explicitly stating it will "steadily advance the ban on sales of fossil fuel vehicles by 2030." This means that in three and a half years, Hainan will become the first province nationwide to halt sales of fossil fuel-powered vehicles.

Key Metrics: Rapid Growth in New Energy Vehicle Penetration

As of January 2026, Hainan had 544,600 new energy vehicles (NEVs) in circulation, accounting for 23.95% of total vehicle ownership. The provincial target is to increase this share to 45% by 2030, nearly doubling the 23.75% recorded in 2025.

Strategic Foundation: Five-Year Plans Drive Long-Term Transition

As early as March 2019, Hainan became the first region to issue its "Development Plan for Clean Energy Vehicles," when NEVs accounted for only 2.9% (22,800 vehicles) of the total fleet. Its steady progress since then underscores Hainan’s pioneering role as a national pilot zone for ecological civilization.
