The Guiding Opinions were jointly released by the Ministry of Industry and Information Technology, the Cyberspace Administration of China, the National Development and Reform Commission, and the National Data Administration. They set a target to achieve systematic breakthroughs in internet infrastructure resources by 2030, yielding a number of landmark original achievements and leading technical standards. By 2035, China aims to become a globally significant source of innovation in the foundational internet domain.
