In March 2026, the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission jointly released the Notice on Carrying Out Pilot Work for Integrated Hydrogen Applications. The notice proposes building an integrated ecosystem comprising "one general application scenario for fuel cell vehicles + N industrial application scenarios + X innovative application scenarios" to accelerate cost reduction and commercialization of hydrogen technologies.

Key Metrics: 2030 Targets vs. Current Baseline

As of the end of 2025, cumulative sales of hydrogen fuel cell vehicles nationwide reached nearly 40,000 units, with 574 hydrogen refueling stations constructed. The notice explicitly states that by 2030, China aims to have 100,000 fuel cell vehicles in operation, with the terminal hydrogen price reduced to below RMB 25 per kilogram, and key regions striving for around RMB 15 per kilogram.

Strategic Foundation: Addressing Green Hydrogen Supply and Storage/Transportation Bottlenecks

The policy focuses on resolving core challenges including limited application scenarios, insufficient green hydrogen supply, and technological bottlenecks in storage, transportation, and refueling. It adopts a strategy of "promoting R&D through utilization, reducing costs through utilization, and building an ecosystem through utilization" to accelerate hydrogen energy's role as a key enabler of new-quality productive forces.
