Eleven Ministries Promote New Energy Heavy-Duty Trucks to Reach 40% Market Penetration by 2030

[Policy Update] Eleven ministries jointly released a plan explicitly setting a target of 40% market penetration for new energy heavy-duty trucks by 2030.

Key Development: 2030 Target for New Energy Heavy-Duty Truck Penetration Set at 40%

The "Implementation Plan for Promoting Large-Scale Application of New Energy Heavy-Duty Trucks" was jointly issued by the Ministry of Transport, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and 11 departments in total, establishing for the first time a quantified national-level goal: by 2030, the fleet size of new energy heavy-duty trucks will exceed 1.6 million units, accounting for approximately 20% of the total heavy-duty truck fleet, with an annual sales penetration rate reaching 40%.

Strategic Rationale: Heavy-Duty Trucks Account for 40% of Transportation Sector Emissions

Transportation-related carbon emissions represent about 10% of the nation's total, with heavy-duty trucks contributing nearly 40% of that share, making them a primary source of mobile pollution. As of the end of 2025, China’s heavy-duty truck fleet is expected to reach approximately 8.6 million units, significantly impacting air quality in key regions such as the Beijing-Tianjin-Hebei area and the Fenwei Plain.

Industry Impact: Green Transformation of Road Freight Accelerates

The policy aims to increase the share of non-fossil energy consumption, support China’s dual carbon goals, and contribute to the campaign for blue skies, marking the beginning of substantive progress toward electrification in road freight transport.
