CATL-Changan $760 Million Battery Plant to Be Built in Chongqing

#Battery Industry Regulation and Competition

[Major Investment] The second phase of the CATL-Changan Power Battery project has officially signed an agreement with the Sichuan-Chongqing Gaozhu New Area, with a total investment of RMB 5.5 billion ($760 million).

Core Development: $760 Million for 25 GWh Battery Plant, Production to Start in Second Half of 2027

CATL-Changan Power Battery Co., Ltd., a joint venture between Contemporary Amperex Technology Co. Limited (CATL) and Changan Automobile, will locate the project in the Beibei sector of the Sichuan-Chongqing Gaozhu New Area. Covering approximately 1,000 mu (about 165 acres), the facility will adopt CATL’s latest-generation battery manufacturing technology and primarily supply battery packs for brands including Deepal Auto, Avatr, and Changan Qiyuan.

Key Metrics: Annual Output Value of RMB 10 Billion, Creating 2,500 Jobs

Upon full operation, the project is expected to generate an annual output value of approximately RMB 10 billion ($1.4 billion), contribute RMB 300 million ($42 million) in annual comprehensive tax revenue, and directly create 2,500 jobs. Production is scheduled to commence in the second half of 2027, with full capacity achieved within three years.

Strategic Rationale: Strengthening Vertical Integration and Addressing Industrial Chain Gaps

This move significantly enhances Changan Automobile’s vertical integration capabilities in new energy vehicles. Leveraging the cross-provincial policy advantages of the Sichuan-Chongqing Gaozhu New Area, the project aims to attract upstream and downstream enterprises to cluster in the region, thereby strengthening the power battery industrial chain in the Chengdu-Chongqing economic zone.
