Adjustment of Vehicle and Vessel Tax Policy for New Energy Commercial Vehicles

[Policy Adjustment] Starting in 2027, new energy commercial vehicles will be required to pay the full vehicle and vessel tax, marking an accelerated implementation of 'parity between fuel-powered and electric vehicles.'

Core Development: Support Policies Entering Systematic Phase-out Stage

Beginning January 1, 2027, battery electric commercial vehicles, plug-in hybrid (including range-extended) commercial vehicles, and fuel cell commercial vehicles will no longer enjoy the exemption from vehicle and vessel tax. Battery electric passenger cars remain unaffected, as they fall outside the legally defined taxable scope.

Key Data: Actual Tax Burden Impact Is Minimal

Taking Guangdong’s popular model, the Farizon Xingzhi H8E, as an example—with a curb weight of 3.095 tons—the annual tax at the rate of 16 RMB per ton amounts to only 49.52 RMB. For private passenger car owners, the additional annual tax burden would be approximately 300–400 RMB, exerting virtually no impact on operating costs.

Strategic Rationale: Advancing Tax Equity and Market Maturity

This adjustment represents another critical step in policy phase-out following the termination of purchase subsidies in 2022. Combined with the scheduled expiration of purchase tax exemptions by the end of 2027, China’s new energy vehicle industry is comprehensively transitioning away from its 'policy cradle' toward a market-driven era of parity between fuel-powered and electric vehicles.
