The MIIT recently released the "Notice on Organizing and Conducting the National-Level Zero-Carbon Factory Construction Initiative," explicitly including manufacturing enterprises and computing power facilities within the scope of the program. Applicants must present a clear implementation roadmap and commit to achieving their targets no later than 2030.

Key Metrics: Three Core Indicators Driving the Initiative

Three mandatory metrics will serve as the basis for evaluation and acceptance: carbon emissions per unit of energy consumption, share of non-fossil energy consumption, and physically verified share of non-fossil electricity consumption.

Strategic Foundation: Emphasis on Implementation Effectiveness, Not One-Time Certification

The initiative stresses "technology focus, construction focus, and effectiveness focus." Selected entities must conduct annual self-assessments against their targets and submit regular reports. Provincial authorities are required to establish ongoing monitoring mechanisms, and the MIIT will carry out random inspections and supervision.
