Key Development: Clear Target to Ban Sales of Fuel-Powered Vehicles by 2030
On March 24, 2026, the Seminar on Institutional Innovation and Industrial Implementation for the Development of Intelligent Connected Vehicles in Hainan Province, organized by the China EV100 Research Institute, took place in Beijing. The meeting was chaired by Huang Wencong, Deputy Director-General of the Department of Industry and Information Technology of Hainan Province, and concluded with remarks by Zhang Yongwei, Chairman of the China EV100 Research Institute.
Key Statistics: New Energy Vehicle Fleet Reaches 530,000 Units
As of the end of 2025, Hainan Province had a total of 530,000 new energy vehicles in operation and has established the nation’s only national-level closed testing base for intelligent connected vehicles featuring the unique climate conditions of "three highs and one high frequency" (high temperature, high humidity, high salinity, and frequent rainfall).
Strategic Foundation: Focus on Institutional Innovation and Real-World Application
The seminar conducted in-depth discussions on Hainan’s development goals, policy formulation, and scenario-based applications for intelligent connected vehicles. Over 20 participants, including representatives from multiple departments of Hainan Province and the National Innovation Center for Intelligent Connected Vehicles, attended the event to advance the construction of an integrated industrial ecosystem.
