According to the 2018 'Administrative Measures for Access,' if an automaker produces fewer than 2,000 passenger vehicles annually for two consecutive years, it will be placed under special public notice. Failure to rectify the situation leads to license revocation. All eight automakers in this round had been inactive for extended periods, with some already undergoing bankruptcy restructuring.
